在全球经济一体化、贸易和资本流动自由化趋势推动下 ,一国经济特别是以市场机制为基本框架的“发展中经济”,政府的作用显得特别重要。一方面 ,政府不仅要从公平、效率和稳定角度对国民经济发展承担责任 ,发挥修正和补充市场缺陷的作用 ;另一方面 ,政府要从保护和扩大国家利益 ,提高国家整体竞争力 ,以及改善贸易和投资环境角度 ,对对外经济发展承担责任 ,以达到扩大外贸总量、提高资本国际化程度、提升对外生产和交换的技术素质等方面的目的。进入新世纪的中国 ,不仅正在加快制度和科技创新的条件下向市场经济迈进 ,而且即将加入以贸易和资本自由化为基本精神的世贸组织 ,为了灵活应对新的挑战 ,既要重新认识“政府为什么、怎样、在多大范围内干预国内经济”,又应当重新了解“在全球经济一体化、贸易和资本流动自由化条件下 ,政府应该做什么和怎样做”。基于这一考虑 ,本文拟就“政府怎样参与和管理对外经济”问题 ,提出些想法
