市府自一九五一年二月制定「太原市人民政府处理群众来信办法」,并正式成立人民问事处以来,干部对处理人民来信、来访工作,一般已在思想上逐渐引起注意,制度上也有了必要的建树,因而密切了政府和人民的联系,推动了各项工作和各种运动。特别是一九五二年在「三反」运动和张顺有事件的典型处理以后,多数单位处理来信、来访比过去迅速而准确了。不少领导干部能亲自批阅并派人调查处理,有的还将重要来信建议,订入工作计划,认真执行。这就使政府工作更进一步得到推动与改善。如公安局根据群众来信缉捕了一部分非法分子,税务局查获了许多漏税户,市财委研究解决了郊区蔬菜性销脱节问题,市立医院改进了病人挂号拥挤等待现象,各单位更经常接受群众意见纠正了干部的坏作风和坏行为。今年三月我们结合反对官僚主义、反对命令主义、反对违法乱纪的斗争,对人民来信、来访工作作了一次比较普遍的检
