中国历来重视水资源保护方面的立法工作,目前已初步形成了从中央到地方的水资源保护法律体系。在水资源管理方面,确立了流域管理和区域管理相结合,两者并重;统一管理和分部门管理相结合,监督管理与具体管理相分离的新型管理体制。然而这些举措仍然不能解决目前水资源流域管理中存在的问题,为此我们必须从源头上寻求解决的办法。
China has always attached importance to the legislative work on water resources protection and has initially formed a legal system for water resources protection from the central government to local governments. In terms of water resources management, a new type of management system has been established, combining watershed management and regional management, with equal emphasis on both; unified management combined with sub-sector management, and separation of supervision and management from specific management. However, these measures still can not solve the current problems in the management of water resources basins, for which we must seek solutions from the source.
