新闻背景:9月15日,7名来自我市金融、高校等行业的知名人士作为我市检察系统聘任的首批人民监督员正式“上岗”,代表人民群众行使对检察机关的外部监督。今后,凡是市检察院一分院直接受理的案件中,出现犯罪嫌疑人不服逮捕决定、拟撤销案件、拟不起诉等三类情况的,必须由人民监督员进行全面监督,提出意见。据了解,检察机关直接受理的案件大多为贪污受贿、渎职侵权等案件,这也是老百姓关注的焦点。过去,检察机关采取将侦查、批捕和起诉由不同部门分别办理的方式来杜绝违法违纪行为。人民监督员“上岗”后,将在检察机关内部制约的基础上,从外部强化监督,保障各项检察权的正确行使。
News Background: On September 15, seven eminent personalities from finance, universities and other industries in our city officially started their posts as the first people’s supervisors appointed by the procuratorial system in our city to exercise the external supervision over the procuratorial organs on behalf of the people. In the future, in cases where a branch of the Municipal Procuratorate directly accepts cases, there are three types of situations in which the criminal suspects are not satisfied with the arrest decision, the cases to be revoked, and the cases that are not to be prosecuted. They must be supervised comprehensively by the people’s supervisors and put forward their opinions. It is understood that most of the cases directly handled by procuratorial organs are cases of corruption, bribery, malfeasance and infringement, which are also the focus of common people’s attention. In the past, the procuratorial organs took measures of investigating, apprehending and prosecuting cases handled separately by different departments to eliminate violations of law and discipline. After “induction”, the people’s supervisor will strengthen supervision from the outside on the basis of the internal control of the procuratorial organs and ensure the correct exercise of the procuratorial powers.
