中国已经是全球奢侈品消费大国,恐惧、担心,甚至欲“堵”为快是不现实的,最重要的要如何正确规范和疏导。首先,应建立一种以追求高技术和知识含量,节约资源,满足精神追求和情感共鸣为核心的新奢侈观。其次,应区分顶尖奢侈品(传统奢侈品)和趋优消费(最新出现的新奢侈品),建立合理的征收奢侈品税的政策。最后,应大力发展满足享受和发展需要的趋优消费,加快奢侈品转化为必需品的步伐。总之,应以优先满足全体成员的基本生存和发展需要,增进全体成员的福利,而不是某些群体的奢侈需要为根本原则来指导和规范消费资料分配,乃至政治秩序的安排。
China is already a global powerhouse for luxury goods. It is unrealistic to fear, worry, or even “block” the fast, and the most important thing is to properly regulate and guide it. First of all, we should establish a new concept of luxury centered on the pursuit of high technology and knowledge content, resource conservation, spiritual pursuit and emotional resonance. Second, a distinction should be drawn between the top luxury (traditional luxury) and the top consumer (the latest emerging luxury) to establish a reasonable tax on luxury goods. Finally, efforts should be made to develop more favorable consumption to meet the needs of enjoyment and development and speed up the conversion of luxury goods into necessities. In short, priority should be given to meeting the basic survival and development needs of all members and enhancing the welfare of all members, rather than the luxury needs of certain groups as the fundamental principle to guide and standardize the distribution of consumer materials and even political order.
