从制度经济学的角度看,我国公共图书馆管理体制运行成本不经济,责任机制不健全,产权关系不清晰,制度供给不均衡;指出由于理论指导不足、创新动力缺乏、价值支持的制约和制度耦合的影响,我国公共图书馆体制改革还没有取得实质性的进展;因此加快创新的进程,政府要强化责任意识、化解创新成本、整合创新动力、健全代理机制、搞好配套改革。
From the perspective of institutional economics, the operating cost of public library management system in our country is not economical, the responsibility mechanism is not perfect, the relationship between property rights is not clear, and the system supply is not balanced. The paper points out that due to the lack of theoretical guidance, lack of innovative power and restriction of value support and system Coupling, the system reform of public libraries in our country has not made substantive progress. Therefore, to speed up the process of innovation, the government should strengthen its sense of responsibility, dissolve the cost of innovation, integrate the driving force of innovation, improve the agency mechanism, and improve the supporting reforms.
