党中央、国务院作出振兴东北老工业基地的决策,绝不是用计划经济体制的模式再造,而是运用市场机制激活。因此,遵循市场规律,按照市场机制办事是市场经济条件下振兴老工业基地的唯一选择。人才资源的市场配置是激活老工业基地的最重要的措施,政府人才服务机构是市场配置人才资源的主渠道,是人才资源配置起基础作用机制与场所的有效载体。
The decision made by the Central Party Committee and the State Council to revitalize the old industrial base in northeast China must never be re-established through the mode of a planned economic system but activated through the use of market mechanisms. Therefore, following the laws of the market and acting in accordance with the market mechanism is the only option for rejuvenating the old industrial base under market economy. The market allocation of human resources is the most important measure to activate the old industrial bases. The government talent service organization is the main channel for allocating human resources in the market and an effective carrier of the mechanism and place for the allocation of human resources.
