当前中国正加快推进城市化和工业化进程,农村人口转移过程中的农村土地问题也因此牵动了国人的神经。在制度允许土地承包经营权有偿流转的背景下,结合农村社会保障体系不健全、不完善的现实,本文提出,以土地承包经营权流转为契机来构建与完善农村社会保障体系具有实际紧迫性与实践可行性。本文指出,以土地流转为依托来构建与完善农村社会保障体系势在必行。
At present, China is accelerating the process of urbanization and industrialization. The problems of rural land in the process of rural population transfer have also affected the nerves of the people.
