Our country’s finance is a kind of socialist finance. Socialist finance is a unified whole including every part of its composition. Due to the leading role and superior role of state ownership, the link between the state budget and the socialist finance system has been dominated. All other aspects (including bank credit) are closely related to the state budget. In recent years, in the practice of fiscal work, we have often overlooked the relationship between the state budget and bank credit and the balance between the two.
