对投融资债务是否适度,财政风险是否可控等广受关注问题,课题调研组采取全面调研与分类选点、专题座谈与问卷调查相结合的方式,先后对重庆市九龙坡、南岸、合川、荣昌、万州、奉节、黔江、石柱等8个区县、12个投融资企业进行了调研和重点剖析。总体看,各区县投融资运作弥补了财政资金缺口,对推动经济社会发展发挥了积极作用,同时也存在债务风险问题,需要引起重视并研究解决。
Whether the investment and financing debt is moderate or not and whether the financial risk is controllable and so on are of great concern, the research team adopts a combination of comprehensive research and classification, special symposium and questionnaire survey, and successively studied the Jiulongpo, Nan’an, Hechuan, Rongchang, Wanzhou, Fengjie, Qianjiang, Shizhu eight districts and counties, 12 investment and financing enterprises conducted a survey and analysis. Overall, the operation of investment and financing in all districts and counties has made up for the deficit of financial funds, played an active role in promoting economic and social development, and at the same time has the problem of debt risks, which needs attention and study and solution.
