五峰土家族自治县地处鄂西南边远山区,有“八分半山一分田,半分村路水”之称,人均拥有林业用地14亩,自然条件优越,林业开发潜力巨大,有发展经济林的传统习惯和丰富经验,通过近五年的艰苦努力,已提前实现了省委提出的人平一亩高效经济林的奋斗目标。八十年代末,全县经济林建成面积约6万亩,县委、县政府认真分析县情,将开发山地、发展林业确立为五峰山区经济的生长点,并及时作出了经济林发展的战略规划,即到一九九三年底,实现全县人平1亩高效经济林,一九九八年实现全县农村人平拥有2亩高效经济林。战略规划一经提出,县乡各级即动员全县人民自力更生,集中财力、物力,实施林业综合开发。自一九九○年开始,先后建成6000亩厚朴基地,1万亩辛乙花基
