Background to the debate on the quality of education In this article, I will compare two important documents on the quality of higher education in Norway: the relationship between several recommendations of the Higher Education Quality Council and the Quality Standards for Distance Education. These two documents have played an important role in the controversy over the quality of education and have been practically developed in the Education Committee
