卫生事业是公益性福利事业。在改革开放的形势下、如何既要坚持社会主义办院方向、又要搞好医院的经营管理,以保证卫生事业的发展。我们认为:把医院公益福利性质同商品经济性质,在管理上进行有机结合。对医院这个复杂的工程按职能不同、特定地位及其活动规律,分别制定管理模式去进行宏观控制,是提高医院整体功能的必要手段。我们6年来结合医院实际、本着积极探索、逐步深化、不断完善的原则,针对医院各系统情况,采用了不同形式的管理方法。尽管在政策配套上还是“初级阶段”,实践证明它促使了医院整体功能和两个效益总体水平的
Hygiene business is a public welfare welfare business. Under the situation of reform and opening up, we must not only adhere to the direction of the socialist college, but also do a good job in the management of hospitals in order to ensure the development of health services. We believe that the organic combination of the nature of hospital welfare and the nature of commodity economy should be organically managed. For hospitals, this complex project, according to different functions, specific status and the law of their activities, to formulate management models for macro control, is a necessary means to improve the overall function of the hospital. In the past six years, we have combined hospital practices with the principle of active exploration, gradual deepening, and continuous improvement. We have adopted different forms of management methods in response to various hospital systems. Although it is still a “primary stage” in policy support, it has been proved by practice that it promotes the overall function of the hospital and the overall level of the two benefits.
