高考加分政策在促进素质教育、提供多元化评价信息等方面发挥了重要作用。但有些考生家长为了高考加分铤而走险,伪造获奖证书、冒充体育特长生、民族身份造假等事件时有发生,扰乱录取工作流程,损害高考的公平公正。2010年7月,国务院发布《国家中长期教育改革和发展规划纲要》,明确提出要“清理并规范升学加分政策”。2010年11月,教育部等五部委联合发布《关于调整部分高考加分项目和进一步加强管理工作的通知》,明确在2014年高考中开始执行新加分政策。

In July 2010, the State Council promulgated the “Outline of the National Medium and Long-term Education Reform and Development Plan,” and clearly proposed to “clean up and standardize the extra-tax credits for higher education”. In November 2010, the five ministries and commissions such as the Ministry of Education jointly issued the “Notice on Adjusting Some Points of College Entrance Examination and Further Strengthening Management”, which explicitly started the implementation of the new bonus policy in the 2014 college entrance examination.
