我国广义上的经济特区,既包括有“经济特区”名称的五个经济特区,也包括各类开发区。经济特区和开发区行政管理体制目前虽面临现实的困境,担是它对我国行政管理体制改革将产生重大推动作用。这不仅基于建设服务型政府已成为我国政府改革的目标,更基于开发区具有的改革试验区和示范区的功能定位,以及正在进行的国家综合配套改革试验区试验的初步成效。
The special economic zones in our country include not only the five special economic zones under the name of “special economic zones” but also all kinds of development zones. At present, although the special administrative region of the special economic zone and the development zone faces the dilemma of reality, it will have a significant impetus to the reform of the administrative system in our country. This is not only based on the fact that building a service-oriented government has become the goal of government reform in our country, but also on the basis of the functional orientation of the reform pilot zone and demonstration zone that the development zone has and the preliminary results of the ongoing trial of the national comprehensive reform pilot zone.
