所谓社会弱者是指在一个社会中经济贫困、生活质量差、主观承受力弱和发展潜力缺乏的特殊社会群体。建立社会弱者支持体系 ,对实现社会公正理念 ,实现社会发展的宗旨 ,减少社会的不安全和不稳定因素 ,具有重要的意义。政府、社会中间层、单位、基层社区、家庭等要素共同构成了对社会弱者的支持网络。随着市场经济的完善 ,政府和单位的作用将是一个逐渐缩小的趋势 ,而社会中间层的作用将会逐渐增大
