行政道德是国家行政机关及其公务员行使公共权力、从事公务活动过程中，通过内化的信念和善恶标准，理性地调节人与人、个人与社会之间各种关系的行为规范。行政道德有别于法律，它是通过社会舆论、传统习俗和公务员内在的信念来调节与制约其行政行为的规范，是一种自律机制。
Administrative ethics is a code of conduct that rationally regulates the various relationships among people, individuals and society through the internalization of beliefs and good and evil standards during the exercise of public power and public service by state administrative organs and their civil servants. Administrative ethics is different from law. It is a kind of self-discipline mechanism that regulates and restricts its administrative behaviors through public opinion, traditional customs and internal beliefs of civil servants.
