第一條市各界人民代表會議由市軍事管制委員会(以下簡稱軍管会)及市人民政府召開之。未设立軍管会的市由人民政府召開之。第二條市各界人民代表会議的代表名額:二十萬人口以上的市,二百人至五百人左右,三萬人口以下的市,一百人至二百人左右。第三條市各界人民代表会識代表資格:凡反對帝国主義、封建主义、官僚資本主義,贊成共同綱領,年滿十八歲之人民,除患精神病及褫夺公权者外,不分民族、階級、性別、信仰,均得當选為代表。
