城市历史街区的再发展是一个大题目。 近年来，我们一直关注着天津历史风貌区的 更新和发展，先后参与了在天津具有代表性历 史街区的发展规划，如老城厢、奥式风情区、 意大利风貌区等。在这个过程中，我们积累了 一定的经验，同时，也掌握了大量的资料。 面对英法风貌区规划，我们以全球视野 分析天津城市发展的脉络与契机，着眼城市 CBD 的整体发展，力图使老城区焕发新生命。 我们始终将城市视为一个有计划性的整 体，同时，认识到一个事实——在天津这样一 个东西方文化交汇的城市里，像英法风貌区 这样历史资源丰富的街区，有着其自身的发 展轨迹，它随着时间轴在各种不定性因素作 用下，不断地自我更新。这是城市作为生命体 的呈现，它在时间、空间交织的四维参照系中
