从要素驱动转向创新驱动的关键是提高自主创新能力,而我国自主创新体系中最薄弱环节是市场导向型基础研究。目前我国研发体系的特点是科研院所和大学主导基础研究,而企业主导应用研究和试验发展。因此,应用研究和试验发展基本实现了市场导向,但基础研究仍然严重脱离市场,不能提供产业发展所需要的核心技术。发展企业主导型基础研究的对策。
The key to shift from factor-driven to innovation-driven is to improve the capability of independent innovation.
