在以“西部大开发”为主线的发展战略与策略主导下,西部经济社会发展取得了历史上最好的成绩。但是,西部自身必须明确要坚持以经济社会和谐发展进步为立足点,切实树立和落实科学发展观,在主体功能区建设与制度创新中提升有限区域的自我发展能力,逐步破解“三农”和贫困问题,提高开放开发水平,利用诸多合力的综合效应为区域经济社会现代化的实现提供物质基础。唯有如此,中央层面的宏观政策效应才会对西部自身发展产生显著而积极的影响。
