进入新世纪以来,广东经济社会发展取得举世瞩目的成就,经济社会发展中不平衡、不协调、不可持续因素逐步减少,这与深入贯彻落实科学发展观,积极创新社会管理密不可分。2004年9月24日,省人大常委会作出关于《珠江三角洲环境保护规划纲要》的决议,成就我国第一部省级人大常委会批准的区域环境保护规划立法。此后,又批准了《珠江三角洲城镇群协调发展规划纲要》,听取和审议了《广东省环境保护规划纲要》,以法律的手段促进广东省及珠江三角洲区域全面、协调、可持续发展。
Since the beginning of the new century, Guangdong has made remarkable achievements in economic and social development. The imbalanced and uncoordinated economic and social development and the gradual reduction of unsustainable factors are closely linked with the thorough implementation of the scientific concept of development and the active innovation in social management. On September 24, 2004, the Provincial People’s Congress made a resolution on the “Outline of the Pearl River Delta Environmental Protection Plan”, and made its achievements in the legislation on regional environmental protection planning approved by the first Provincial People’s Congress Standing Committee. Since then, it has also approved the “Plan for Coordinated Development of Pearl River Delta Township Groups”, listened to and reviewed the Outline for Guangdong’s Environmental Protection Plan, and promoted the comprehensive, coordinated and sustainable development of Guangdong Province and the Pearl River Delta by means of law.
