Through the analysis and reflection of a conflict triggered by the inscription of requisitioned land, it is clarified that the administrative behavior of the government should pursue the standard of bureaucratic rationality and the trade-off with human nature, interpret the policy and conform to the organic integration of public opinion to create the image of a scientific government and sunshine government.
