国债市场从1995年的硝烟中跨入1996年后,正以崭新的面貌呈现在世人面前。1年期、半年期贴现式国债相继面世,发行方式更趋市场化,央行也通过国债市场正式启动公开市场业务,今年的国债市场真可谓“好戏连台”。然而还有更精彩的,1月23日财政部在美国成功发行了两笔分别为3亿美元7年期和1亿美元100年期的扬基债券。这是我国政府发行主体首次进入美国资本市场,此举标志着中国的国债向国际化迈出了颇具历史意义的一步,为国债外资化积累了经验。
Treasury bond market has entered the world with a brand-new appearance after it entered the market in 1996 from the smoke of 1995. The 1-year and half-year discounted government bonds have been issued one after another, and the distribution methods have become more market-oriented. The central bank has also officially launched the open market business through the bond market. This year’s treasury bond market is indeed described as a “good show with a platform.” However, there is even more wonderful. On January 23, the MOF successfully issued two Yankees bonds in the United States of 300 million U.S. dollars for seven years and 100 million U.S. dollars for 100 years. This is the first time that the main body of our government’s issuance has entered the US capital market. This move marks a historic step toward the internationalization of China’s national debt and has accumulated experience for the foreign capitalization of government bonds.
