一、2004年实施东北地区等老工业基地振兴战略开局良好2004年是党中央、国务院实施振兴东北地区等老工业基地战略决策的开局之年,东北地区各级政府和国务院有关部门认真落实中央经济工作会议精神和国家宏观调控的各项措施,解放思想、抢抓机遇、扎实工作,振兴老工业基地各项工作取得积极进展。
