Promote the reform of state-owned enterprises in seven systems of land reclamation, food, agriculture, forestry, water conservancy, transportation, commerce and trade, is a major policy decision made by the provincial government in June 2010 on the successful completion of the reform of state-owned industrial enterprises. After two years of meticulous work, the task of reforming the seven system-owned enterprises was successfully completed. The reform involved a total of 1,782 state-owned enterprises with a total staff of 541,000. Among them, 365,000 workers and retired workers 177,000.
