一批重大政策在岁末年初密集出台,标志科学发展观已进入全面落实阶段“谋定而后动”,且动作频频,是岁末年初人们对“十一五”开局之年国内各项重大政策密集出台的直观感受。中央经济工作会议是“谋”,十六届五中全会的“十一五”规划建议是“谋”,十六届三中全会以来形成的科学发展观更是“谋”。先看农村。甫进2006,中国农民便收到了两个大礼包:全面免除农业税、2年内全面免除农村义务教育学杂费;而惊喜未过, 中央又对困扰农民多年的医疗保障问题下了硬指标,即2006年的农村新型合作医疗试点要达到全部县市区的40％,2007年扩大到60％,2008年要全国推行,而到2010年,农村新型合作医疗制度要基本覆盖全部农村居民!
