Since the 1990s, major changes have taken place in the economic structure of East Asia, turning Japan’s “unipolarity” into a “double-headed” China-Japan relationship. This change has led to cross-Strait economic dependence from one side to another; dependence of Taiwan on the mainland of the motherland in terms of trade balance and foreign exchange reserves; investment by Taiwanese businessmen from short-term operations to localization; cross-strait industrial division of labor from industry to industry Within and between products; cross-Strait cooperation from general technical cooperation among enterprises to standards among industry organizations.
