有效治理乱收费,可以减轻企业负担,使企业更好地面对经济下行压力。本研究从反垄断视角,通过分析发达国家乱收费治理的制度环境特点和反垄断的相关案例,得出政策启示。结论认为,要建立乱收费治理的长效管理机制,需要从建立收费项目清单制和公示制、引入竞争机制、构建协商机制、加强监管和执法能力建设四个方面做好工作。
Effective management of arbitrary charges, can reduce the burden on enterprises so that enterprises better face the downward pressure on the economy. From the perspective of antitrust, this study draws the policy implications by analyzing the characteristics of the institutional environment and anti-monopoly cases of arbitrary charges management in developed countries. The conclusion is that in order to establish a long-term management mechanism for arbitrary charges management, we need to do a good job in establishing the list system of charging items and the public announcement system, introducing a competition mechanism, building a consultation mechanism, and strengthening the capacity of supervision and law enforcement.
