集体公益林在我国生态公益林保护中占有重要地位,其承载的生态系统服务与保障民生功能也影响着国家的生态安全与社会稳定。同时,集体公益林的保护也是我国生态文明建设的重要组成。本文围绕着公共资源治理的概念,分别从集体公益林的经济学属性、趋势判断、保护困境及对策建议等四个方面论述了集体公益林治理过程的主要问题。
Collective public welfare forests play an important role in the protection of ecological public welfare forests in our country, and the ecosystem services and livelihood functions they carry also affect the ecological safety and social stability of the country. At the same time, the protection of collective public welfare forests is also an important part of the construction of ecological civilization in our country. Based on the concept of public resource management, this paper discusses the main problems in the process of governance of collective public welfare forests from four aspects: the economic attributes of collective public welfare forests, trend judgments, protection plight and countermeasures and suggestions.
