经营性和公益性并存,是收费公路及桥梁特有的二重性特征,这也决定了它们的补偿机制应该是二重的,即市场取费和政府拨款。一种由政府补助民营企业投资道路基础设施建设的新模式,势在必行。政府对于补助机制的设计,以及民间资本对于风险的规避,共同构成了这场路上的资本博弈。
The coexistence of business and public welfare is a characteristic duality of toll highways and bridges. This also determines that their compensation mechanism should be doubled, that is, market fees and government grants. It is imperative that a new mode of government-subsidized private enterprises invest in road infrastructure construction. The government’s design of subsidy mechanism and the avoidance of private capital for risk all together constitute the capital game in this path.
