Since 1985, China’s primary and secondary schools have re-established the principal responsibility system; in 1995, Article 30 of the Education Law of the People’s Republic of China stipulated that: “The school’s teaching and other administrative management shall be the responsibility of the principal.” The principal has almost absolute leadership over a school, and the headmaster’s leadership will directly affect the stability, development, and innovation of a school. First, the constituent factors of the leadership of primary and secondary school teachers as a comprehensive quality, primary and secondary school heads of leadership is the integration of the professional knowledge, ability, personality and personal values of primary and secondary school principals. Among them, knowledge literacy is the foundation, and it is the prerequisite for the principal to conduct leadership activities.
