改革开放三十年促进了经济社会的高速发展,但与此同时,由于社会不同利益主体在经济生活中利益冲突的客观存在,导致一系列社会矛盾日益激化。农村稳定是社会和谐稳定的前提和基础,积极实施农村警务战略,努力建立与社会主义新农村建设相适应的新型农村警务机制,对于维护农村的社会稳定,促进农村社会发展具有重要的意义。而在农村警务战略的实施中,农村警务人才的培养堪称其根本。
