平谷区位于北京东北部,地域面积950平方千米,三分之二为山区、半山区。平谷作为北京市的生态涵养区,近年来,开展了大规模造林和环境治理工作,2012年至今,已完成造林3.48万亩,并修建了万亩滨河森林公园。大力植树造林,在绿化美化山川的同时,当地供电企业的线树矛盾也日益凸显。国网北京平谷供电公司所辖输电线路共计29条,长度203千米。在线路保护区内既有历史遗留的高大树木,也存在部分小树苗;还有不少树木不在线路走廊内,
