浙江、上海高考新变化源于2014年9月国务院发布的《关于深化考试招生制度改革的实施意见》。《意见》称,当前我国招考制度存在问题,唯分数论、一考定终身、加分造假、违规招生现象时有发生。在此情况下,确定了浙江、上海为全国高考综合改革试点省市,为其他省(区、市)高考改革提供依据。
