泡沫经济留下的“烂尾楼”是城市的疮疤,这已经是不争的事实。到底如何处置“烂尾楼”?全国深受其害的城市为此动了多年脑筋,很难找到一个行之有效的办法;中国的法律也没有一项刚性的条款可以解决这个问题。这成了一个难解的结。最近,以旅游为主导产业的海南省三亚市,为整治市容,对城市主要干道边有碍观瞻的68幢“烂尾楼”发出了“不建则炸”的通牒,引起全国金融界、房地产界、司法界的强烈关注。
