四川山多平坝少,各地人文地理交通差异甚大,经济发展很不平衡。我们在推行经营责任制时,紧紧围绕搞活企业这一中心环节,从四川邮电部门的实际出发,区别不同情况,因地制宜,在全省209个邮电企业、21个直附属单位全面展开,收到了明显的效果。1987年和1988年上半年,邮电业务总量的增长率都在20%以上,多年来第一次大幅度超过全省工农业总产值的增长速度,邮电利润平均增长80%,产值成本率降低5%,资金利税率提高6%,劳动生产率提高21%,人均留利增长50%,通信质量基本稳定,通信能力有了较快增长,经部经营责任制考核达到满分。全省邮电人心思进,生产建设持续发展,出现了多年未有的好势头。承认差异多种模式在发展外向型经济中,四川处于不发达的西部之列。同样,四川邮电企业多,经营条件差异悬殊,又可分为发达、不发达、落后等几个不同层次。客观现实决定了在推行经营责任制时,一定要实事求是,因地制宜,采用多种模式,不搞“一刀切”。①在承包内容和形式上,以包利润基数,保通信质量、通信数量、业务收入和经济效益,定企业留成比例,定奖励福利提成比例为主要内容。对市、地、州局实行“一包四保两定”;对邮车、长线、微波三总站实行“一包三保两定”;对学校、国际电台等有支无收单位实
