当前,文化与文化产业已经成为理解全球化的一个基本维度。一些发达国家如美国更是率先提出“文化走向国家发展政策的中心”,发展应放在人类整个文明/文化框架内来考虑,发展最终可以以文化来解释或以文化概念来界定,文化的繁荣是发展的最高目标,文化的创造性是人类进步的标志等观点。切合整个世界性的文化转向及其政治、经济、文化的一体化潮流,发展文化产业具有多维意义。当下正在进行的文化体制改革就是要解放和发展文化生产力,文化力作为一种“软实力”越来越为许多国家(包括发展中国家)所看重,文化力包括文化产业的竞争力。在文化体制改革全面展开和深入,以及制定国家“文化发展纲要”的语境下,如何来认识和领会文化产业发展战略?成为当前人们普遍关注的话题。在此背景下,我们组织了一组文章,既有专家学者对此现实问题的理论探讨,也有政府官员的现实解读,意在引起学术界和实际文化部门的关注和回应,把我国已经启动的文化产业的发展提到适当的位置。
