As a foundation project of education - basic education, that is, primary and secondary education should establish a wide range of talented people. Its fundamental purpose is to lay a solid foundation for improving the quality of future successors so that after they grow up, they will reach the community and have the ability to survive and repay the society. The problem of cultivating people is, above all, the issue of establishing educational goals. In the past, influenced by secular prejudices, many people think that only admitted to universities, become experts, professors, scholars, celebrities and so called “talent ”. Narrow view of talent, the basic education on the “single-plank bridge.” Many primary and secondary school teachers and even parents, require students to read books, death books, blindly pursue high scores, eyes firmly pegged to the threshold of the university. As a result, the development of personality traits of primary and secondary school students are ignored, the physical and mental health of students is undermined. The backward talented person view is the root cause of the backwardness of poverty-stricken areas and an important factor for the high drop-out rate of children and adolescents in poor areas.
