有效地保护档案,是我国制定《档案法》的根本宗旨之一。《档案法》为维护档案的完整与安全提供了可靠的法律保障。《档案法》第一次明确规定了保护档案是全社会应尽的一项义务。它从法律的高度确定了保护档案的重要性,而且把保护档案由档案部门的一项专门性业务工作,变成了一项要由全社会来共同完成的广泛社会性的任务。这对增强全社会的档案意识,提高全体公民保护档案的责任心,具有十分深远的意义。这是一个宏观上的转折,这个转折是十分重要的。如果全体公民都能认识到自己既有利用档案的权利,又必须承担保护档案的义务,都能按照《档案法》的要求,重视保护档案,这就从最大程度上保证了档案的完整与安全。
Effective protection of archives is one of the fundamental purposes of our country’s enactment of the Archives Law. Archives Law provides a reliable legal guarantee for the integrity and safety of archives. For the first time, the “Archives Law” clearly stipulates that it is an obligation of the whole society to protect archives. It established the importance of protecting archives from a legal standpoint and transformed the protection of archives from a specialized business operation in the archival service into a broad social task to be accomplished by the entire society. This is of far-reaching significance to enhancing the awareness of archives among the entire society and enhancing the sense of responsibility of all citizens in protecting archives. This is a macro turning point. This turning point is very important. If all citizens can realize that they both have the right to use archives and must also undertake the obligation to protect archives, they should attach importance to protection of archives in accordance with the requirements of the “Archives Law,” which ensures the completeness and safety of archives to the greatest extent .
