随着医学科学和医疗卫生技术的迅速发展,卫生事业的管理也日益复杂,造成这种趋势的因素,Masse Gs教授认为主要有三个:(1)随着卫生事业的发展,卫生管理所涉及的范围也越来越广,它不但要满足防治常见病、多发病和急性病的卫生服务需要,而且也要涉及慢性病的预防、事故的预防和牙科保健;(2)医疗技术的发展,新技术、新方法,特别是现代化医疗设备的使用日益广泛;(3)当前的卫生事业管理不是局限于某一地区,而是在国家和国际水平上来实施。因此,为发展现代卫生服务,欧洲各国都十分重视卫生管理干部的教育和培训。
