开采不同深度的急倾斜煤层时,地面会发生垂直位移和水平位移,民用建筑及工业建筑和社会文化设施将出现损坏。现有的厂房和建筑物防止下部采动影响的结构保护措施,在个别煤层有选择地进行充填,都不能防止危险的变形显现。不但有60%左右、而且在许多情况下一些矿井含煤区域内还有70~90%厂房和建筑物没有采取结构保护措施。因此,只有采取下列综合工程地质及工艺措施才能使地面建筑物的下部采动影响得以制止或降到安全程度:制定煤层群(组)和个别煤层的回采方式及顺序;确定回采方向;在有自然危险和难管理顶板的煤层采用工作
