历史上首次启用Ⅰ级抗旱应急响应机制后,中原农村的旱灾再度成为公众关注的目标。天灾,加上农民工的失业潮,让不少村落的生态发生了变化。人们为浇地的先后顺序抓阄,也为曾经兴建的造纸厂污染地表水而后悔。宏观层面的问题同样在旱情中出现:比如粮食减产导致的价格波动,抗旱工程投入的不足,相关法律尚待健全……这一切,都等待着“水”的到来

For the first time in history, drought drought response in the Central Plains was once again the target of public concern. Natural disasters, together with the unemployment of migrant workers, have changed the ecology of many villages. People are grasping the order of irrigating land and regretting the pollution of surface water by the paper mill once built. The macro-level problems also appear in the drought: such as price fluctuations caused by the decline in grain output, lack of input in drought-resistant projects and the relevant laws to be improved ... All this awaits the arrival of “water”
