笔者从牧场管理、乳企加工以及市场消费三个方面对我国奶业进行分析,发现中国奶业存在养殖成本过高、竞争力不强、消费信心不足、进口影响加剧、供需产生“剪刀差”等问题,结合《中共中央国务院关于落实发展新理念加快农业现代化实现全面小康目标的若干意见》中的节本增效,提出了精准营养饲喂、完善奶业具体政策、产品多样化、优化计价体系、做到环保管控等对策。
