第一条为了加强城市新建住宅小区竣工综合验收和交接管理,提高住宅小区的综合效益,制定本办法。第二条本办法适用于建设用地规模在2万平方米以上的新建住宅小区及组团(以下简称住宅小区)。第三条国务院建设行政主管部门归口管理全国住宅小区竣工综合验收工作;省、自治区人民政府建设行政主管部门归口管理本行政区域内住宅小区竣工综合验收工作;城市人民政府建设行政主管部门负责组织实施本行政区域内城市住宅小区竣工综合验收工作。第四条住宅小区开发建设单位对所开发的住宅小区质量负最终责任,不得将工程质量不合格或配套不完善的房屋交付使用。第五条城市人民政府建设行政主管部门应当根据国家有关法律、法规和标准规范,对住宅小区的土地使用情况、各单项工程的工程检验合格证明文件以及市政公用基础设施、公共配套设施项目等组织验收。第六条住宅小区竣工综合验收必须符合下列要求:(一)所有建设项目按批准的
