林敏1962年10月出生于安徽合肥,籍贯台湾省南投县。1985年7月,毕业于安徽医科大学医学系,后在上海第二医科大学临床医学心血管外科专业学习,医学硕士。1984年5月,加入中国共产党。历任医师、主治医师、副主任医师、主任医师,现为安徽医科大学第一附属医院心脏大血管外科党支部书记、医疗副主任兼二病区主任。2009年兼任安徽省台联副会长,2014年兼任台盟安徽省总支副主委。中共十九大代表。
