我县地处湘西边陲,汉、侗,苗、瑶多民族杂居,工作条件极为艰苦。近几年来,我们采取切实措施,努力为教师创造良好的工作生活环境,使教师队伍一年比一年稳定。前几年,教师的住房问题突出,不少住房破烂、拥挤不堪,有的学校三分之一的老师住在校外群众家里。1983年,我们对全县教师的住房情况进行了全面调查,并向县委、县政府提出了解决教师住房的参考方案。县委当即作出决定,发动乡(镇)财政出钱、群众集资,为教师盖住房。同时县委和政府带头把用
