最近,我国著名经济学家、原国家体改委副主任高尚全到山东考察企业改革问题。他说:国有企业已经到了非改不可的地步,国有企业的改革是目前改革的重中之重。国有大中型企业在我罔经济建设中具有重要的地位和作用,是财政收入的主要来源。但是目前国有企业面临很多困难,富余人员多、负债率高、挂账多。企业办社会这个包袱很重。去年通货膨胀深层次的问题之一是国有企业劳动生产率不高,国有企业不改革就没有出路。国有企业的改革要立足搞活整个国有经济,而不是也不可能搞活每一个企业。企业的生生死死,优胜劣汰是普遍现象,是市场经济规律,改革的根本目的就是要提高经济效益,至于用什么形式不是主要的,什么形式有利于发展经济就采
