胡逞均撰文对当前党员领导干部犯罪率较高的现象作了分析,认为一个很重要的原因是一些组织部门和领导者在选拔任用干部工作中出现了误区。误区之一:政绩突出的就是好干部。领导干部既要勤政,又要廉政,这是我们党的一贯要求,二者是统一的,并不是对立的。在一般情况下,政绩是干部德才素质比较集中的体现,但并不是唯一体现。在实际工作中,德才兼备者,大都政绩突出,而政绩突出者却未必德才兼备,二者不能等同。有的干部工作搞得有声有色,可谓政绩突出,但自身不够廉洁,对这样的干部就不能提拔重用。而我们有的地方组织部门和领导者看干部只看工作辛辛苦苦,有所贡献,不看是否严于律己,清正廉洁;只看能干出政绩,不看政绩如何取得。其根源在于错误地把干部所具
Hu Teng-chun wrote an analysis of the current phenomenon of higher crime rates among leading cadres of party members. Some cadres have done a great job of sounding impressive achievements, but their own lack of integrity can not be promoted and reused for such cadres.
