一、农业发展的新意识——高效益和省资源这几年,有一个热点议题就是中国农业怎样才能不断增强后劲和持久发展。无疑,议题的由来与前几年始料未及的“滑坡”与“徘徊”有关。在讨论中,有一个看法受到愈来愈普遍的重视,就是要想农业能持久地发展,必须要使农业有可靠的效益保证和资源保证。有了这两个保证,能始终保持扩大再生产的动力和实力,农业就没有理由一定要“滑坡”,没有理由不能持久地发展。
